On this date, officers were dispatched to this residence numerous times in reference to an intoxicated male who was outside shouting. Each time officers would arrive, the male subject retreated into his residence and refused to come out. While officers were away from the location the male made several trips outside and began scattering trash in the street and on a neighbor's car. On one occasion, the male subject was shouting at officers from inside the residence and was told several times to stop shouting and to stay inside his residence. The male continued to shout, but still refused to come out. The subject's shouting caused several neighbors in the area to come outside to investigate the noise. After the last dispatched run, I decided to stay in the area to see if the suspect caused any more disturbances. After I was on scene for approximately ten minutes, the suspect came back outside and began to throw more trash into the street and shout at neighbors. I approached the suspect and ordered him to get on the ground. He refused my commands and I deployed by ECD. The ECD was successful and the suspect was taken into custody. The suspect immediately began to apologize for his actions and stated "you did what you had to do, I'm sorry." As he spoke, I could smell the strong odor of alcoholic beverages coming from his breath. His speech was also slurred and he had difficulty maintaining his balance. The suspect stated that he normally doesn't behave this way, but he added that he had consumed approximately ten beers from a thirty pack and he might be a little drunk.

Officers were dispatched to the Locust Street parking garage in reference to suspicious circumstances. Officers were advised that there was a blue truck parked on the top floor and there are two subjects in it. When officers arrived, they made contact with both subjects. I made contact with the passenger and observed a yellow container on the dashboard of the vehicle in front of the subject. I asked the subject what the small yellow container was and he stated that he believed it to be bath salt. I asked the passenger if the vehicle was his and he stated it was his mothers, but he uses it daily. I asked the passenger if he would mind if I look through the vehicle and he gave me verbal consent. At tha time, I looked inside the small yellow container and it contained a white rock substance. The contents of the small yellow container tested positive for methamphetamine using test kit 923 and had a total field weight with the container of 3.2 grams. At that time the passenger was placed in custody and transported to VCCC for possession of methamphetamine.
