Nelson, Billy Franklin - Arrest on charge of Resist Law Enforcement at 2049 Edson Ave/Graham Ave......Society - Victim of Resist Law Enforcement at 2409 Edson Ave/Graham Ave. Evansville, IN between 09:55 05/09/2012 and 09:56 05/09/2012.
On 05/09/2012 at approximately 09:55 hours, officers were patrolling west on Pollack Ave, west of S Green River Rd and observed a black passenger car. After running the license plate, BMV status returned suspended - misdemeanor. The driver, a w/m, matched the photo given in RMS of the registered owner. Officers observed the driver, later identified as the offender Billy F. Nelson II, pull into a residence at the intersection of Pollack Ave/Vann Ave. Officers sat in Vann Park Apartments and watched for Nelson to leave the residence. Nelson left the residence and continued west on Pollack Ave. Officers tried to initiate a traffic stop, utilizing emergency lights, at 2626 Pollack Ave, The Christ Chapel. Nelson quickly turned north into the entrance to Christ Chapel and accelerated at a high rate of speed through the parking lot to avoid officers. Officers radioed dispatch they had a vehicle fleeing from them. Nelson continued to accelerate northwest onto the side street of Edson Ave. Nelson continued west on Edson Ave, suddenly stopped and tried to exit the vehicle at the intersection of Edson Ave/Graham Ave. Officers had to react quickly, yelling for Nelson to say in the vehicle, shut the door and quickly took Nelson into custody after he failed to comply with instructions. When asked why he took off, Nelson stated, "I was scared and knew you were behind me." When asked about the visit to the residence at Pollack Ave/Vann Ave, he replied, "I knew you were behind me and didn't want to get pulled over, just being honest." Nelson was arrested, transported to VCCC and charged with Resisting Law Enforcement and DWLS - Misdemeanor. Nelson vehicle was towed by Tri-State to their yard.
Matthews, Myron Jamaal - Victim of Criminal Recklessness at 823 Jefferson Ave Evansville, IN between 03:06 05/09/0212 and 03:07 05/09/2012.
Officers were called to the 800 block of Jefferson by several people living in that area about shots being fired. While en route, dispatched advised me that people who called in were reporting about 4 shots were fired off in the area. When I arrived in the area, I observed a beige 1997 Cadillac 4-door parked on the south side of Jefferson, facing eastbound in front of 823 Jefferson, with three bullet holes in it. The owner (victim) was found inside 823 Jefferson. He told us that he had just purchased the vehicle about two weeks ago. He also said that he can't think of anybody who would be after him or his property. He told me that he was asleep around 0300 hrs when he heard 4 gunshots. He went to the front door and observed a maroon or red mini-van driving away from the area heading west on Jefferson. He wasn't sure, but he thinks the van could have been a Nissan Quest mini-van. Crime Scene Officer C. Taylor was called to the scene for pictures. The Cadillac had a bullet hole in the front drivers side quarter panel, one in the drivers side rear door window and the third was in the rear drivers side quarter panel of the vehicle. Several attempts were made to find the actual bullet, but none could be located and no shell casing could be found.

The two suspects came to the victim's hotel room and asked to come in and get a cigarette. Once inside the suspect proceeded to assault the victims, physically and with pepper spray and steal a purse. The suspects fled on foot and were chased a short distance by the victims. The suspects were apprehended by Officer Kingery on Willow Road behind Allied Waste. One of the suspects had an assortment of prescription drugs on his person.
